NOTICE OF PUBLIC MEETING

The South Carolina Department of Environmental Services (SCDES) will hold a public meeting to discuss the executed Voluntary Cleanup Contract for the Liberty Steel (Former Georgetown Steel) Property located in Georgetown, SC. At this meeting, SCDES, the developer’s representative, and other participants will provide an overview of the project. The meeting will take place on June 11th, 2026, at 6:00pm in the Winyah Auditorium located at 1200 Highmarket Street, Georgetown, South Carolina.
The Voluntary Cleanup Contract, 25-8848-NRP, affects approximately 66 acres located at 1227 Front Street, Georgetown, South Carolina. The property is further identified by Georgetown County Tax Map Serial Numbers 05-0025-059-03-00, 05-0025-022-00-00, 05-0028-023-01-00, 05-0028-022-01-00, 01-0439-003-01-00, 05-0025-048-00-00, 05-0026A-001-00-00, 05-0026A-002-00-00, 05-0025-053-00-00, 05-0025-052-00-00, 05-0025-057-00-00, and 05-0025-047-00-00. Liberty River, LLC (“Liberty”) intends to acquire the property and intends to redevelop it into light, clean manufacturing, commercial/retail, multifamily residential, and park/greenspace.
The property was initially developed as a rice plantation in 1710 and has seen various uses following its dissolution at the end of the Civil War. These include a sawmill, a chemical works, and an oil company, among others. The most recent use of the property was a steel mill, originally constructed in the late 1960s to early 1970s. The past use of the property may have caused environmental pollution on the property.
SCDES uses Voluntary Cleanup Contracts to encourage productive reuse of Brownfield properties. This executed contract will allow Liberty to acquire the property as a “Brownfields Development” because of the potential for environmental pollution from past activity on the property.
SCDES will not hold Liberty responsible for pre-existing pollution in exchange for doing work under the Voluntary Cleanup Contract. Under the contract, Liberty will test soil, groundwater, surface water, sediments, and soil vapor on the property. If significant contamination is found, Liberty will be required to take steps to protect human health and the environment. Liberty did not create the pollution but will control it to keep the property safe for re-use. Under state law, Liberty will not be responsible if anyone has been affected by the contamination. The responsibility of former owners or operators of the property is not reduced by this contract.
